Pale San Vitores Road is the spine of the tourist zone, and for good reason: beach is 5 minutes west, restaurants are right outside your door, and you don't need a car for the first few days. Hotels here range from $120/night at Pacific Islands Club to $500/night at The Tsubaki Tower.
If your budget caps at $100/night, Tamuning is the honest choice. Garden Villa in the Harmon area gives you decent rooms, easy access to Route 8, and about a 20-minute taxi ride to Tumon Beach for around $12. Don't book Dededo thinking you'll pop to the beach daily. it doesn't work that way.

Resort fees in Tumon Bay can add $25-45 per night to your bill. We've seen this mistake hundreds of times: someone books a $130 room, then checks out paying $175. The Guam Mass Transit Authority buses run along Route 1 but frequency is low. sometimes 45-60 minutes between buses.
