Muri Beach is the right call for first-timers. The southeast coast has the best lagoon, the most walkable dining strip, and hotels at every price point from the $175 Club Hotel to $480/night Pacific Resort. You're a 10-minute walk from Muri Night Market, and the lagoon snorkelling is literally off the beach.
Book anything on the actual beachfront in Muri. Hotels one road back are cheaper but you lose the morning lagoon view, which is half the reason you came. Te Manava Luxury Villas is the sweet spot if budget allows at $220-340/night. private, gorgeous, and less pretentious than the fully branded resorts.
How to get around Rarotonga without a car
The island is 32km around the coast road. You can walk that in a day if you're stubborn, but a scooter is the honest answer. Rentals from shops near Avatiu Harbour run $35-45 NZD/day. The Cook's Island Bus is the clockwise and anti-clockwise loop service that stops at most hotels. cheap at $5 NZD a ride, but it runs infrequently.
If your hotel is in Arorangi or Muri, scooter it. Parking is never a problem on this island. Just remember they drive on the left, the ring road has no shoulders in places, and it gets slippery after rain near the Needle Peak turnoff.
The honest guide to Rarotonga's beach quality
Not all beaches here are equal, and a surprising number of hotels obscure this in their marketing. Muri Beach has the calm lagoon everyone wants. Titikaveka Beach on the South Coast is beautiful and much quieter. Arorangi on the West Coast has Black Rock Beach, which is scenic but better for watching sunsets than swimming.
The North Coast around Avatiu and Avarua is harbour-fronted and rocky. If a hotel there calls itself 'beachfront,' be sceptical. The real swimming is on the south and east sides of the island, full stop.
Rarotonga on a budget without slumming it
Backpacker Paradise near Avarua centre at $45-75/night is the cheapest legitimate option. But Aremango Guesthouse in Arorangi at $75-99/night is the smarter budget play. You're on the West Coast with actual beach access, a short scooter ride from the Punanga Nui Saturday market, and the savings cover your meals for two days.
Cook Island food from the Punanga Nui Market on Saturday mornings is both the best cultural experience and the cheapest meal on the island. Ika mata (raw fish in coconut cream) for $8-12 NZD beats any resort buffet. Budget travellers who self-cater and scooter around genuinely do better here than the all-inclusive crowd.
Luxury in Rarotonga: what's actually worth spending on
Pacific Resort on Muri Beach at $280-480/night is the benchmark for genuine luxury on the island. The service is as polished as anything in Fiji, the beachfront villas are real, and it's been that way consistently. Te Manava Luxury Villas at $220-340/night hits similar quality at a slightly lower entry point.
Don't confuse expensive with luxury on this island. Some West Coast resorts charge $300+ but haven't renovated in a decade. The Aitutaki Lagoon Private Island Resort at $420-750/night is on a technically separate island off Aitutaki, not Rarotonga. it's in a category of its own, and the price reflects an experience that genuinely can't be replicated.
When NOT to book Rarotonga hotels
July and August are NZ and Australian school holidays. The island gets busy, prices at places like Muri Beach Club Hotel and Pacific Resort jump 30-40%, and you'll be competing with families for lagoon space. The Aitutaki day trip also books out weeks ahead during this window.
January through March is cyclone season. The risk isn't huge, but it's real. Cyclone Pam in 2015 caused significant damage across the Cook Islands. Some hotels reduce rates to attract bookings in this period, but travel insurance with cyclone cancellation cover is non-negotiable if you book these months.

Muri is where Rarotonga earns its reputation. The lagoon is sheltered, warm, and clear, and the stretch from Pacific Resort down past Te Manava Villas to Muri Beach Club Hotel is genuinely world-class. Restaurants like Sails and Tamarind House are a 5-10 minute walk from any hotel in this zone.
This is also the island's priciest strip. Budget under $175/night and you're looking elsewhere. But for what you get. direct lagoon access, quality dining within walking distance, and hotels that actually match their photos. Muri justifies the premium.

This end of the island is quieter by design. There's no real restaurant strip. you're either eating at your resort or scootering 10-15 minutes to Muri. Little Polynesian is one of the best small romantic resorts in the entire Cook Islands, and the $215-310/night rate reflects that honestly.
If you're honeymooning or specifically after peace, the South Coast is worth prioritising over Muri. But go in with clear eyes: you need a scooter, and you need to like each other's company.
