Porto Montenegro Marina: The Luxury Anchor
Porto Montenegro occupies the former JNA military arsenal on Tivat Bay and has become the most developed luxury marina in the Adriatic outside Monaco and Dubrovnik. The Regent Hotel sits at the marina entrance. The complex has a casino, restaurants, a museum, and year-round yacht services.
The marina itself operates from April through November at peak capacity. In July and August, superyachts from across the Mediterranean berth here and the public access areas are genuinely impressive for a walk. The Regent Hotel pool terrace overlooking the marina is the best hotel outdoor space in Tivat.
Old Town Tivat and the Promenade
Beyond Porto Montenegro, central Tivat has a low-key waterfront promenade and a small old town area around the 16th-century Buovic summer house. Hotel Palma sits on the promenade directly. This area is more local in character than the marina complex and prices are correspondingly lower.
The ferry terminal for boat connections to Kotor and Budva is on the central promenade. The town center market runs mornings from Monday to Saturday. The atmosphere is more residential than tourist-focused.
Kumbor and Portonovi: The Bay's Finest Resort
Kumbor is a settlement 40 kilometers from Tivat on the road to Herceg Novi. The Portonovi marina resort development opened here in 2019 and contains two major hotels: One and Only Portonovi and Nikki Beach Montenegro. The combination of a modern marina, the finest spa in Montenegro, and a superb beach makes Portonovi the most complete resort destination on the bay.
Getting there from Tivat requires either driving around the entire bay (40 minutes) or taking the Kamenari-Lepetane ferry which saves 30 minutes. Transfers via the hotel cost approximately 50 euros one way.
The Bay of Kotor Water Taxi Circuit
In summer, water taxis connect Tivat with Kotor (20 min), Perast (35 min), and Herceg Novi (1 hour). The bay circuit by boat is the most scenic and practical way to see the key destinations without dealing with the winding road that circles the inner bay.
A private water taxi from Porto Montenegro marina to Kotor costs approximately 40-60 euros one way. Shared summer boat services are cheaper. Perast, the small baroque town famous for Our Lady of the Rocks island church, is the most photogenic stop on the bay.
Day Trips from Tivat
Kotor Old Town (25 min by road or 20 min by boat) is the priority day trip, especially for the San Giovanni fortress climb that takes 45 minutes up 1,350 steps with exceptional bay views from the top. Montenegro's interior: Lake Skadar National Park is 60 minutes south for boat tours and birding. Sveti Stefan is 35 minutes south for the famous island view.
Perast village on the inner bay is 30 minutes by road. The Our Lady of the Rocks island church is reached by a short boat trip from the Perast waterfront for 3-5 euros. The Lipa Cave near Cetinje is an hour's drive for stalactite cave tours.
Eating and Drinking Near Tivat
The best restaurants in Tivat proper are on and around the central promenade rather than inside Porto Montenegro, where prices are marina-inflated. Fresh fish restaurants in the Donja Lastva village area have the most honest pricing. In Porto Montenegro, the Galley restaurant is the better value option within the complex.
Herceg Novi is 40 minutes by car and has a excellent Old Town promenade with genuine Montenegrin seafood restaurants at prices 30-40% lower than equivalent Budva or Kotor establishments. The road there via Kamenari ferry is scenic and the drive is worth making for a dinner.
