Let's be real. most people come to Ciudad del Este to shop. Electronics, perfumes, whiskey, clothes at Brazilian-market prices without the Brazilian-market hassle. The best base for serious shopping is Centro, specifically within a few blocks of Avenida San Blas and the mall cluster around Shopping del Este and Monalisa. Hotel Convair and Hotel Austria both put you inside a 10-minute walk of both.
One thing we've seen people get wrong: they book near Puente de la Amistad because it sounds convenient. It's not. The bridge crossing is chaotic, slow, and the surrounding area is not where you want to be after dark. Stay in Centro, take a $2 taxi to your pick-up points, and spare yourself the misery.
Costanera vs. Centro: which side of the city should you book?
Centro is louder, cheaper, and more central to the commercial action. Costanera trades all that for a riverfront setting along the Paraná, quieter streets, and a couple of genuinely excellent hotels. Hotel Casino Acaray and Hotel Bourbon are both out here, and the 15-20 minute taxi ride to Centro costs about $3. Not a big deal.

Salto Monday waterfall is about 8 kilometers from Centro, and it's genuinely worth a half-day. The falls inside Parque Nacional Monday drop 40 meters and look nothing like the tourist brochures. in a good way. Taxis from Centro run about $8-12 each way.
Foz do Iguaçu in Brazil is 30 minutes across the Puente de la Amistad, and the Argentine side of Iguazú Falls is another 25 minutes from there. If you're doing both, book in Centro for flexibility.
