Millenia Hotel earns its Best Location badge fairly. It's a 3-minute walk to the Palolo Deep Marine Reserve snorkelling spot and right on the waterfront. Aggie Grey's is 5 minutes further east and comes with a legacy that every Samoan will mention unprompted. If you're here for convenience, Beach Road is your zone.
Best romantic resorts near Apia
Forget staying in town if romance is the goal. Sinalei Reef Resort near Siumu on the South Coast is 45 minutes from Apia along the South Coast Road, and it's a completely different world once you arrive. The reef is right out front, and the spa is genuinely good.
Le Vasa Resort near Faleolo is our other Romantic Stay pick. It's more private than Sinalei, with direct ocean access and pool villas that justify the $290-420/night rate. Both resorts are worth booking 2-3 months ahead for peak season stays in June-August.

The budget tier in Apia is small but honest. Samoan Outrigger Hotel in the Town Centre is the cheapest vetted option at $55-80/night. It's no-frills, but you're 8 minutes from the waterfront and right in the middle of central Apia.
Tanoa Tusitala Hotel in Mulinu'u steps it up a notch at $85-120/night. The grounds are green and spacious, and the pool actually works. which isn't a given at this price. Skip the budget guesthouses around Fugalei Street that aren't on our list. We've seen the photos. They don't match reality.

Avoid the side streets off Vaea Street after dark. they're fine by day but poorly lit and not worth testing. Everything worth doing in town is on or near Beach Road anyway.
