Most first-timers make the same mistake: they book something 'central' near Riia maantee and spend the whole trip annoyed about the 20-minute walk to the beach. Don't. The Beach District and Beach Promenade along Ranna puiestee are where you actually want to be, and the price difference isn't as big as you'd expect.
Parnu's Old Town around Rüütli Street is genuinely lovely and walkable to the beach in 15 minutes. If you care about architecture and evening atmosphere over sand-access, Old Town hotels give you better value. But if you came for the water, pay a bit more and sleep closer to it.
Spa hotels in Parnu: what's actually worth paying for
Parnu has been a wellness resort destination since the 19th century. Mud therapy, sea treatments, and proper medical spa facilities are available here at a level you won't find in most European beach towns. Hedon Spa and Hotel in the Spa Quarter is the benchmark: rated 9.1, with treatments that go well beyond a standard hotel spa offering.

July is peak of peak. The Parnu Jazz Festival usually lands in mid-July and the city fills up fast. Rates at beachfront hotels like Rannahotell jump to $175-240/night and those rooms go 2-3 months in advance. Book by April if you want July on the beach without scrambling.
The upside: Parnu in July is genuinely magic. The beach bars along Ranna puiestee run late, the water is warm, and the city has an energy it doesn't carry any other time of year. If you can only visit once, go in July and pay the premium. It's worth it.

Tervise Paradiis Hotel is purpose-built for families and the waterpark is the main draw. Kids under 12 can spend an entire day there without leaving the property. It sits on Laine Street, about 10 minutes by taxi from the Old Town, and rates run $145-210/night in peak season.
The main Parnu Beach is genuinely family-friendly too: shallow water for a long stretch, clean sand, and a playground near the beach pavilion. Rent bikes from the Rannapark area and you can cover the whole beach strip in an afternoon without any complaints from the back seat.
