Hotel Lido

Town Beach, Ulcinj $120–180/night 8.2/10

The building is straightforward and the decor unremarkable, but the sea views from the front-facing rooms are hard to argue with. The pool terrace gets busy in summer but the staff manage it well. Breakfast is served on the terrace with a direct sea view. It books up fast in August so early reservation is necessary.

The hotel has a large pool and a kids pool alongside it, and direct beach access through the pine grove. Rooms are spacious by local standards and suites have proper living areas. The animation program runs in peak summer for children. It caters clearly to families and the layout is practical for that.

Hotel Palata Venezia hotel interior
#9

Hotel Palata Venezia

Old Town, Ulcinj $255–390/night 9/10

Palata Venezia is the standout luxury address in Ulcinj, built into the walls of the old town with terraces that hang directly over the Adriatic. The hotel is small, with a limited number of rooms and suites, and that exclusivity shows in the service. Interiors mix Venetian architectural details with modern comfort, and the sea-facing suites are genuinely spectacular. The restaurant is one of the best in town, drawing guests and non-guests alike. Prices are high by Montenegro standards but the setting justifies them.

Citadel Hotel Ulcinj hotel interior
#10

Citadel Hotel Ulcinj

Old Town, Ulcinj $280–420/night 9.1/10

The Citadel Hotel occupies a restored position within the old town citadel, with panoramic views across the bay toward Albania. Rooms are designed with care, using local stone and quality materials throughout. The rooftop terrace bar is the best vantage point in Ulcinj for watching the sunset. Staff are professional and the level of attention is noticeably higher than most properties in town. It is the right choice if budget is secondary and experience is the priority.

Where to Stay in Ulcinj

The neighborhood you pick matters more than the hotel.

Old Town: Ottomans and Sea Walls

Ulcinj's Old Town sits on a promontory above the Adriatic, enclosed by fortified walls built on earlier Venetian and Ottoman foundations. The main gate leads into a dense cluster of houses, mosques, and the former pirates' quarter. Hotel Albatros, Hotel Palata Venezia, and Citadel Hotel all sit inside or directly against the walls.

The main viewpoint is from the citadel's western ramparts where the setting sun over the Adriatic gives one of the most dramatic evening views in Montenegro. The restaurant Palata Venezia terrace, built into the walls with the sea directly below, is worth a dinner reservation even if you are not staying there.

Long Beach (Velika Plaza): The 12-Kilometer Sand

Long Beach is the defining feature of Ulcinj. It stretches 12 kilometers south from the edge of town to Ada Bojana island on the Albanian border. The northern section near town has beach clubs, sun-beds, and hotels like Villa Regia, Hotel Otrant, and Hotel Mediteran. The further south you go, the less developed and more natural the beach becomes.

The middle section around 4-5 kilometers from town is the sweet spot: some organization, but not the beach club density of the northern strip. The southern section approaching Ada Bojana is naturist and almost empty outside August. The water quality is good throughout though slightly brown near the Bojana river mouth.

Valdanos Bay: The Olive Grove Alternative

Valdanos is a sheltered bay 5 kilometers north of Ulcinj, accessible by car or taxi in 10 minutes. The Hotel Valdanos sits inside a grove of centuries-old olive trees that run down to a quiet pebble beach. The water is calm and clear, protected from the sea wind by the surrounding hills.

The beach at Valdanos is far less crowded than both Long Beach and Town Beach. No beach club infrastructure, no sun-bed rental, just the olive trees and the sea. The lack of amenities is the point. A taxi back to town costs 8-10 euros.

Kitesurfing and Wind Sports on Long Beach

Long Beach is the best kitesurfing location in Montenegro. The Bora wind (northeast, offshore) and the Jugo (south, onshore) create consistent conditions from June through September. The kitesurfing schools cluster at the northern end of Long Beach near the Ada Bojana road junction.

Beginners can learn in 3-5 days with the right school. Equipment rental costs approximately $60-80 per day for a full kite setup. The flat shallow water at the Long Beach northern section is the best learning environment. More experienced kiters go to the Ada Bojana southern section for better wind consistency.

Eating in Ulcinj Without Tourist Prices

The Albanian cultural influence means the food in Ulcinj is genuinely different from Budva. Grilled meats and Albanian-style dishes appear on menus alongside seafood. The Saturday market near the Old Town bazaar has excellent burek (pastry), fresh produce, and local cheese from $1-3 per item.

The best seafood is at the Ada Bojana river island restaurants (20 min drive) where the locally caught bleak fish (koran) is the specialty. In town, the restaurants inside the Old Town walls charge less than the promenade tourist spots. Restaurant Citadela in the Old Town is consistently reliable for honest fish and meat dishes.

Day Trips from Ulcinj

Shkoder in Albania is 65 kilometers south via the Muriqan border crossing. The drive takes 1 hour. Shkoder's Rozafa Castle and the lake views are undervisited and impressive. Albanian prices are significantly lower than Montenegro.

Lake Skadar National Park is 30 kilometers north, the largest lake in the Balkans with boat tours for birding (pelicans and cormorants breed here). Budva and the Budva Riviera are 80 kilometers north for the main Montenegro coast experience. Bar is 30 kilometers north and has the only functioning rail connection to Belgrade.

Ulcinj's best neighborhoods

Ulcinj divides into three distinct zones: the Old Town on the hill with Ottoman-era fortifications, the town beach area below it with the main promenade, and Long Beach (Velika Plaza) stretching 12 kilometers south toward the Albanian border. Valdanos Bay to the north offers an olive grove and quiet beach. The city has a strong Albanian cultural influence, distinct from the rest of Montenegro.

Best Areas by Vibe

Tell us how you travel and we'll point you to the right part of Ulcinj.

Romantic

Hotel Palata Venezia inside the Old Town walls with terrace directly above the Adriatic is the most romantic dinner in Montenegro and one of the most dramatic settings in the Adriatic. Hotel Albatros inside the citadel for an intimate stay. Citadel Hotel rooftop at sunset is exceptional.

Culture

Ulcinj has the most distinct Ottoman and Albanian cultural character in Montenegro. The Old Town mosque and bazaar area are active and genuine, not tourist reconstructions. The Saturday market near the Old Town gate sells authentic local produce and Albanian-influenced food. Day trip to Shkoder in Albania adds a different perspective.

Family

Hotel Mediteran in the Pinjes pine tree area is the best family option with a kids pool and Long Beach walking access. Hotel Otrant directly on the sand works for families wanting maximum beach time. Long Beach shallow water is ideal for small children in the calmer northern section.

Budget

Guest House Dolcevita below the Old Town walls from $45 is the honest best budget option inside the historic area. Apartments Bojovic near Long Beach from $55 for self-catering that saves on meals. Both are significantly cheaper than comparable options in Budva for the same basic quality.

Beach

Long Beach is 12 kilometers of natural sand, the longest beach in the eastern Adriatic. Hotel Otrant at the northern end and Hotel Mediteran in the pine section have the best access. The middle section around 4-5 km from town has the best balance of sand quality and lower crowds. Ada Bojana for the naturist and undeveloped southern section.

Foodie

Albanian-influenced grilled meats and burek (pastry) at the Saturday market from $1-3. Ada Bojana river island restaurants for locally caught koran fish. The Old Town restaurants inside the walls are better value than the promenade tourist spots. Restaurant Citadela for reliable local dishes without tourist pricing.

40%

Location Quality

Is the neighborhood walkable? Are restaurants, shops, and attractions within 10 minutes on foot? How does it feel after dark? We evaluate safety, public transport access, and whether the area has genuine local character or just tourist traps. A hotel in the wrong neighborhood ruins a trip. That's why location carries the most weight.

30%

Value for Money

We compare what you pay against what you get. A €150 hotel with a great location, clean rooms, and helpful staff can outscore a €500 hotel with fancy amenities in a bad area. We factor in seasonal pricing, cancellation policies, and hidden costs like tourist tax and breakfast surcharges. The goal is finding the best ratio, not the lowest price.

30%

Guest Experience

We analyze thousands of verified guest reviews across multiple platforms, looking for patterns rather than individual complaints. Consistent praise for cleanliness, staff, and room quality counts. We also assess the intangibles: does the hotel have character? Would you recommend it to a friend? A soul-less chain hotel with perfect facilities still loses to a well-run boutique with personality.

When to Visit Ulcinj

When to visit Ulcinj and what to pay.

Peak Season

Summer (Jul-Aug)

Avg hotel: $130-390/nightCrowds: HighTemp: 27-34C

July and August bring Serbian, Kosovar, and Albanian visitors in significant numbers. Long Beach is crowded, particularly the northern section. Citadel Hotel and Palata Venezia fill months ahead. The evenings and sea temperature are excellent. Kitesurfing conditions are good throughout July and August.

Underrated

September

Avg hotel: $80-250/nightCrowds: LowTemp: 22-28C

September is increasingly popular. Sea stays at 24C through early October. Crowds thin sharply after the first week. Prices drop 30-45% from August. The kitesurfing season continues. Long Beach is genuinely pleasant with space to lay out without crowds. Evening temperatures are warm through September.

Low Season

Shoulder (Oct-May)

Avg hotel: $45-180/nightCrowds: Very LowTemp: 10-20C

October through May sees Ulcinj largely closed to tourists. The Old Town is atmospheric in October and November with empty streets and golden light. The coast is dramatic in winter. Hotels that open year-round offer lowest rates. Not for beach stays but interesting for photography and off-season atmosphere.

Booking Tips for Ulcinj

Insider tips for booking hotels in Ulcinj.

Book Citadel Hotel or Palata Venezia for the Old Town experience

Both are inside the citadel walls. Citadel Hotel has the better overall service and the rooftop terrace view. Palata Venezia has the more dramatic restaurant terrace directly above the sea. For June, book 4-6 weeks ahead. For July-August, book 2-3 months ahead. Neither has many rooms so availability is limited.

Go to Long Beach early for the best sand sections

The Long Beach northern section fills up from 10am on peak days. Arriving at 8-9am gives access to beach positions before the sun-bed rental operators set up. The 3-5 kilometer section from town has the best combination of sand quality and lower density than the hotel-adjacent northern strip.

Ada Bojana is worth the 20-minute drive

Ada Bojana river island at the southern end of Long Beach has exceptional seafood restaurants using fresh local catch. The koran (bleak) fish is the regional specialty. The naturist beach section on the river side is the most undeveloped and serene part of the entire Long Beach area. A taxi from town costs 15-20 euros return.

The Saturday market is the best food experience in Ulcinj

The Saturday morning market near the Old Town bazaar runs from 6am and has fresh Albanian-influenced produce, burek (filo pastry with meat or cheese) from $1-2, local kajmak (cream cheese), and freshly caught fish from the Bojana River. It is genuinely authentic and priced for locals.

Ulcinj is the best base for an Albania day trip in Montenegro

The Albanian border at Muriqan is 15 kilometers south. Shkoder in Albania is 50 kilometers from the border. Most tourists in Montenegro do not make this trip and it is one of the more interesting additions to a Bay of Kotor and Budva itinerary. Shkoder's Rozafa Castle, the lake, and the old bazaar are worth a half-day. Albanian prices are 30-40% lower than Montenegro.

Kitesurfing: book schools 1 week ahead for July and August

The kitesurfing schools on Long Beach near the Ada Bojana junction fill their lesson slots in July and August. Book 1 week ahead via direct contact with the schools. Equipment rental without lessons is usually available on the day. June and September have similar wind conditions with much better availability at the schools.

Hotels in Ulcinj — FAQ

Everything you need to know before booking hotels in Ulcinj.

What makes Ulcinj different from Budva?

Ulcinj has a distinctly different cultural character: roughly half the population is Albanian and the city has Ottoman-era mosques, Albanian restaurants, and a bazaar atmosphere in the old town unlike anywhere else in Montenegro. Long Beach is 12 kilometers of sand, the longest natural beach in the eastern Adriatic, completely different from the short pebble beaches of the Budva Riviera.

Is Long Beach or Old Town the better base?

Old Town for atmosphere and cultural interest: Ottoman walls, sunset views, Restaurant Palata Venezia terrace. Long Beach for serious beach time: 12 kilometers of sand, natural setting, less developed than Budva. For a 3-night stay, one night in the Old Town area and two at Long Beach is ideal if the budget allows. The two zones are 4 kilometers apart.

How long is Long Beach (Velika Plaza)?

12 kilometers from the edge of Ulcinj town south to Ada Bojana island on the Albanian border. It is the longest natural beach in Montenegro and one of the longest in the Adriatic. The northern section near town is most developed with beach clubs and hotels. The southern section near Ada Bojana is naturist and almost undeveloped. The wind makes it excellent for kitesurfing.

Is Ulcinj good for kitesurfing?

Yes. Long Beach is one of the best kitesurfing locations in the Adriatic due to consistent Bora and Jugo winds. The kitesurfing schools cluster near the northern end of Long Beach toward Ada Bojana. Wind is most reliable June through September. The flat shallow water near shore is good for beginners. The naturist section at Ada Bojana has the most consistent conditions.

Is Ulcinj safe?

Yes, it is safe. The city has a reputation with some tourists as rough around the edges but crime affecting visitors is not a significant issue. The Old Town is very safe. The town beach area and Long Beach are normal tourist environments. Standard precautions apply. The Albanian-Montenegrin mixed culture is an interesting feature, not a safety concern.

When is the best time to visit Ulcinj?

June and September. July and August bring Serbian and Kosovar visitors in large numbers and Long Beach is crowded in the peak weeks. June has warm sea (21-22C), far fewer crowds, and prices 25-35% lower than August. September is possibly even better: sea stays at 24C, crowds drop dramatically, and the evening promenade atmosphere is excellent.

What is Valdanos Bay?

Valdanos Bay is a sheltered olive grove bay 5 kilometers north of Ulcinj on the road toward Bar. Hotel Valdanos sits inside a grove of old olive trees that reach down to a calm pebble beach. The setting is genuinely peaceful and the beach is far less crowded than Long Beach. A car or taxi (8-10 euros) is needed to get there from town.

How far is Ulcinj from Kotor and Tivat?

Ulcinj is about 90 kilometers south of Kotor and 80 kilometers from Tivat airport. The drive takes 1.5-2 hours via Bar. It is the most distant major destination in Montenegro from the Bay of Kotor area. The Albanian border is 15 kilometers south, and Shkoder in Albania is 50 kilometers further for those combining the two countries.

Is Citadel Hotel worth the price in Ulcinj?

At $255-390, Citadel Hotel in the Old Town is genuinely the standout property in Ulcinj. Restored position inside the citadel walls, panoramic bay views, and service noticeably above other Ulcinj options. The rooftop terrace is the best vantage point in the city at sunset. For a special occasion stay, it is worth it. For a beach-focused holiday, Long Beach hotels are the practical choice.

What should I avoid in Ulcinj?

Avoid the overpriced tourist restaurants directly on the main promenade that charge Budva-level prices without the quality to justify them. Skip the jet-ski and parasailing operators near the town beach who approach aggressively. The Saturday market near the Old Town bazaar area has the best authentic food and local produce at genuine prices.

Can I cross into Albania from Ulcinj?

Yes. The border at Muriqan is 15 kilometers south of Ulcinj and is open to most nationalities. Shkoder in Albania is 50 kilometers from the border. A day trip from Ulcinj to Shkoder's old castle and lake is genuinely interesting and almost no tourists from Budva or Kotor make the trip. Check current border policies for your nationality before going.

Is Ada Bojana worth visiting?

Yes, especially for the naturist section which is the most undeveloped part of the Long Beach area. Ada Bojana is a river island at the very south of Long Beach on the Albanian border with beaches on the river side and sea side. The seafood restaurants serving Ada Bojana catfish are excellent and reasonably priced. Access is by a short bridge from the end of the Long Beach road.
