Yes. The US Navy left Vieques in 2003. The eastern half is now Vieques National Wildlife Refuge. Free entry, open 6am-6pm daily. Roads are unpaved and rough (Jeep recommended). Beaches here (Caracas, La Chiva, Pata Prieta) are the best on the island. Old bunkers and observation posts are still visible. No camping allowed.

Vieques for bio bay, more restaurants, and bigger beaches. Culebra for Flamenco Beach (consistently rated top 5 in the world) and a more remote feel. Vieques has about 100 properties. Culebra has about 30. Both need advance planning for transport and accommodation. Vieques has better nightlife. Culebra is quieter. You cannot easily visit both unless you have 7+ days.
